International Collaboration in the Context of Lao Archaeology

In Laos, international and national archaeology is overseen by the Archaeology Section under the Department of Heritage and Fine Arts, which in turn is under the Ministry of Culture and Tourism. This paper will provide an overview of how international programmes are established in Lao PDR, including a brief review of early post‑Revolution procedures, to provide a background for current practices. The legal framework for an archaeological programme with international partners is contained in a formal Memorandum of Understanding (MOU) between the Lao Government and a foreign legal entity. In‑depth planning discussions precede the drafting of an MOU to ensure that the interests of all parties are considered. On the Lao side, MOUs go through an approval process that can include several ministries, and even the Office of the Prime Minister in some cases. This paper will use the example of the recently signed four‑year MOU drafted for the Middle Mekong Archaeological Project to explain what is involved in establishing these agreements. It will also explain how the MOU serves to facilitate collaborative efforts at the national, provincial, district, and village/community levels. Therefore, the paper will illustrate how the MOU ensures inclusive engagement between international partners and Lao stakeholders at all levels, and therefore why a well‑drafted MOU forms the basis of a successful research programme.
